Its a random chance to proc, and a fairly low chance too. I can go long stretches without seeing one even with the lv 70 buffs. There is nothing you need to do to trigger them to show up.
But I mean I have gotten all of the crafting classes up to 10 already, and it has not changed from Normal once. It's supposed to be like a one in four chance of getting at least good!
The condition is always going to start Normal for Step 1. It's subsequent steps that have a random chance to be normal, good, or excellent. I'd be curious what your source is for "It's supposed to be like a one in four chance." I have no idea what the odds are myself.
It was in one of the wikis. I understand what you guys are saying that it is random, but for me to have leveled all of them to 10 and not getting a single "Good" is statistically impossible. I also never received a help pop-up about condition which I believe you are supposed to.

Regardless of what anyone says the probability of anything is, one thing we must accept, as early as possible, is this:
If it's not 0% or 100%, there are no guarantees.
Streaks of ten failures on 90% will happen, and this is normal. Unless a 100% event fails, or a 0% event succeeds, there is no such thing as "statistically impossible".

If the entry "Material Condition" isn't listed in your Active Help list under Crafting, you may not have met the requirements to start seeing conditions change.
Personal experience, at low levels, it won't really make much difference. You don't really have much in the way of skills necessary to significantly improve your HQ crafting. Even with a string of Goods with HQ materials, you may still be relying on luck for the final product.

Granted it's been near forever, but I think the good/excellent procs won't even show up until you're level 15.

DJMau has the important bit. The level 15 class quest will explain material condition, and thats when they can start to appear. Urth and Eve were also correct that the first step can never be good/excellent, so even after you get to a high enough level you are less likely to see it on shorter crafts. And while ive never measured it, its never felt like i got 25% conditions. My guess would be more like 15%, but again thats just how it feels.

What is your crafting process? As was mentioned it always starts as normal, so if you're just going for progress only and completing the synth ASAP rather than working on quality, you're going to have a lower chance. Like, if you are able to finish the synth in 2 actions, and just do those each synth, that means only one turn of your synth was ever capable of being good/excellent at all. Also I'm fairly certain it's less than 1/4th rate.
