Pop over to the tank forum section, there is quite a bit of discussion about the WAR changes going on over there.
I'm interested to see how it plays out on Tuesday. Right now we can't really say if it will be an overall nerf or buff. My guess is that it will lower the overall damage potential but make it easier to reach that potential, so basically a nerf to to top tier players and buff to low tier players. But then again I'm not that great at war so what do I know.

I mained WAR from when I started in 2.55 and through the entirety of HW. It's still my go-to when I feel like shaking things up and don't want to play DRG, even though my WAR gets no love gear-wise beyond crafted going forward.
These changes can bite me. It's not hard to do well as WAR right now; it will be borderline braindead to play post-4.2 and the same people will still mess up. Raising the skill floor and lowering the skill ceiling only works to a certain point, beyond which it's outright detrimental to the enjoyment of a class/game. We're well beyond that point now.
Also, I can't say that I understand their insistence on constantly messing with WAR's self-healing (Steel Cyclone here, after intentionally buffing it up last year) when - from my perspective - bathing in the blood of their enemy andgetting off on ithealing themselves through an adrenaline high seems to be the very "identity" of FFXIV WAR.
All these changes are cattered to what I call the "weekend Warriors". Those players that only have warrior leveled because it's their favorite tank and use it once in a while to avoid queue times for roulette.
The damage up on Overpower and Tomahawk.... why? I get that we may spam Overpower in leveling but Tomahawk? Really? Was there a bunch of Warriors spamming only Tomahawk?
Increase of damage on Butcher's Block combo. While nice, you hardly ever use it in high end content as it's not efficient for the gauge and messes with aggro if you aren't the MT.
Steel Cyclone healing reduced. Just... why? You just increased it last patch...?
Storm's Eye being nerfed is just a kick in the coconuts. Can't keep a buff up? Well now it doesn't hurt you as much, too bad for those that could actually keep it up.
Inner Release/Berserk changes just makes the burst easier to manage and overall less satisfying. This is clearly aimed at low tier Warriors to up their damage by making the burst less input intensive and more manageable. I mean before we had to manage the gauge AND the CD on Berserk and Inner Release. They clearly needed to get rid of this over complex design flaw /s. Seriously, that burst window and how effective you were in it is what differentiated great Warriors from good ones, and now it's gone.
Unchained, doesn't matter! Who stays in tank stance long enough to use it anyways other than on trash pulls!
tl;dr It sucks and kills the thing that made Warriors so fun and somewhat unique. Now we're just a better version of a DRK and if my static already didn't have a PLD, I'd be switching.

Unchained good when you pull from next patch I guess, also i agree with the rest. DRK was unique because it was very ogcds heavy compare to the other 2 tanks, while warrior was more bursty and PLD well... it was just meh I guess? However, now it looks like WAR is going the very same direction of the other tanks and higher ceiling gameplay is less rewarded now, by far. I honestly don't get how people can't keep up storms eye just like the reason they nerfed heavy thrust for drg, people couldn't keep up heavy thrust? How far is SE going to make those classes easier/nerf them till they understand that majority of players doesn't even want to try play at higher level or try to optimize the job they play?
Aw. They reduced the healing potency from Steel Cyclone.
