Windows 10 has a 32 bit version, in fact. It's just not available on home PCs unless you're doing an upgrade install of a 32 bit Windows 7/8. Volume licensed enterprise customers have access to it, as well.

Mostly, people play on old PCs that are using Windows 7 32 bit. The game still supports it officially, so it's the new lowest common denominator. Not PS4.

The real limitation now is server side and in how the client and server communicate.
