This is a Data-center and a low ranking problem. Chaos is notorious for it's lack of coordination. It is possible, and within the meta to use target marker macros as 'countdowns' to coordinate burst in other data centers and in silver + ranking, randoms or no. This encouraged a warrior meta for a brief while on Aether due to the increase damage buff from Warrior allowing such coordinated bursts to power down all but the higher experienced healers, in addition to the targets knowing how to properly mitigate damage.
If all of that is not there, the healer's output is overwhelmed and the target dies.
This macro is often done by the melee with the ranged attempting to sync up burst, but anyone can do the timing (preferably the ranged if the melee isn't, but even the tank can time if they're participating) If it is, the onus is on the attackers to switch targets and pressure while the healer's cooldowns are charging, all the while the opposing team is attempting the same.
It's almost as if nobody here on the forums watch the streams of PvPers to see how higher level play happens outside of their own data center, or participates in either of the discord servers specifically designed to bring the community into the know. You can see this coordination play out in real time there. And, when it's not occurring, you can see the streamers complain that it isn't.
But yes, healers are powerful and potentate. They have to be to encourage a team game. The solution is already in the system although it's dismissed as a failure to balance - Culling time. This is a key stalemate breaker in case damage isn't skilled or coordinated enough to push through tank/healing walls - which can still happen at high level play and low level play.
As stated before, Silence is useful, it can also be used to mitigate damage from enemy casters, as well as mitigate healing output.
That said, "Healer can't do anything at all unless they are very good." isn't accurate either. Yes, healers suffer the most pressure of any class, and a healer that's not up to par will lose the match for their team - that's a sad reality of the the game alternative healing resources are very few, costly to classes that have them, and ultimately only lightly supplement. However a healer that keeps a clear mind and awareness of positioning and cooldowns progress faster than any other role through the rankings due to frequency of matches and dependency on the role.
Anyways, tl;dr - there is a lot of painting with broad strokes here that always seems to bother me.
A lot of the complaints on co-ordination can be chalked up to being low-tier, or on a data center that hasn't adapted. (Chaos is notorious for it, but is beginning to change). But overall, just remember that three of the Seven Hells is Unranked, Bronze, and Silver ranked queuing in Feast. ^.~ Happens with every game.
What's said on these boards isn't representative of the already established PvP communities, and even that has a wide range of opinions.
If you are having trouble, try to hook up with one of the PvP communities going on, or even watch the streams provided. They're incredibly useful and one of the Discords (Wolf Pups Den) is actually built on the premise to assist those who are new or struggling.
PvP may have it's troubles, but players are there for one another to get around the more common humps. Join in and you may enjoy it more.
