This was a band-aid fix to bad design choice and it's really kind of a shame. Oh well. This is the queue I run when I'm half asleep watching recipe videos at three am now. :P
Remember that this content was created in the 2.5-year or so period in which FFXIV was being rebuilt from the ground up after 1.0's failure; they did a lot of good in reworking the game during that time, but that leaves a very short amount of time to think through some ideas. Presumably, they were created as such to act as epic finales to 2.0's storyline - perfect from the perspective of a Final Fantasy game, but not so useful from an MMO perspective where content is run over and over again. They learned from that mistake and haven't done anything like them since, but reworking them would require time and effort that could be spent towards newer content.

Personally, I'm hopeful that if the Trust system is successful and they begin to import that concept into older content (which they've suggested they might do, though not in a "we're definitely going to do this" kind of way) that these dungeons take first priority.
