Splitting the two MSQ queues into “want to watch cutscenes” and “don’t want to watch cutscenes” means that the individuals in the former group will probably end up with exorbitant queue times. Which would defeat the purpose of the roulette—it was initially made to facilitate queues.

Because you wouldn't have a roulette then. Certainly not the profitable one which, as has been discussed repeatedly, has reward set according to the amount of time it will take you.
Remove the time factor, and there is no longer a high-profit roulette to be run.
The choice is already there, but it's between "play with cutscenes" and "don't play".
It's designed to get people to help first-time players, and segregating it would defeat the purpose.
