that's unrelated, and I think star's question is a good one for several reasons. One, they admitted themselves they haven't ran the content yet - their opinion might change once they do, it's very easy to come to the forums and praise something you never experienced. Two, this content relies on the good will of the veteran players, now more than ever. So it's important to hear whether or not new players are going to be using this change the one time, or will they continue to contribute as once they've cleared it, they're in the same boat as any of the veteran players who are needed to make this continue working.
Ask them that *after* they've been through the dungeon, then. And with less suggestions that they are being selfish and should feel guilty for something they had no control over.
DPS queue time for this roulette on my server are about 50 minutes post patch, this is just from random testing on one night so it is not conclusive proof. Given the amount of new content it may be that queue times decrease in future as new content get's consumed however there are no guarantees. I'm not sure if this was the right solution by SE, the idea was in the right spirit but I don't believe the rewards offered are enough to tempt players to run the roulette.

That's a pretty good idea, there. At the least, it would stop ppl arguing about which group should just stick with the pf.I still think the best solution to this is to have a popup come up when you queue for the MSQ roulette or specific queue for the 2 dungeons. In the popup have it ask if you will sit through the cutscenes, if you say yes, you are grouped with others who said yes. If you say no, you are grouped with others who said no. If you said no, all cutscenes are auto skipped, even if you've never watched them. If you agree to watch you get increased rewards, if not you get standard rewards.
Then again, that wouldn't stop ppl from clicking the "watch cutscenes" button, and then, try to hijack the whole dungeon.
Still, at that point, you can't really blame anyone but yourself if you tried that and failed.
thank you BillyKaplan, that is way out of line Iscah. I have a right to talk to people and ask questions. This also proves my point, partly. A lot of MSQ drama happens because people do not know how to talk to each other. This is why I seem to run in less problems with overseeing "kick the new person for watching cutscenes" and such. The only time I see kicks happen is when I am trying to bring up hey they are new just let them watch the CS as we do our thing, and someone repeatably mouths off after that, whether be a new person and their friend trying hold the group hostage or some tank overdoing it speed pulling. (Not stopping after we ask to slow down a bit) Even despite some of my best efforts sometimes kicks need to be made and I bet some groups just "put up with it" (since I am usually the one putting up the vote in the first place) I say this because I had my run ins of "lets just get this done we will never see each other again" Something I disagree with because I believe people handing out harassment need to be kicked.
It is very easy to sit here and post "oh this change is good" because they do not realize the full extent of the change (effecting pf and inn) and the fact they will most likely have a better time going with a few friends.

Communication is important, but poor communication can do more harm than good. You may not realize this, but A LOT of your posts come off incredibly aggressive (in this thread and others).
I think it is interesting to get a sprout's viewpoint on this, but you could have worded your questions as follows;
Original: So are you glad this change makes it very limiting who is able do it? Are you going to be running it later doing it for the 100th time watching the same cs you seen before?
Revised: Are you happy with the change? Are you worried that the number of "veteran" participants may decline over time? Do you see yourself participating in the MSQ roulette after your initial clear?
Original: Don't you think it is a bit selfish to exclude so many when you can simply get friends and do the run at your own pace? (This friend you speak of is likely able to do these just you and them, but due to the change, you can't even watch the CS at your own pace)
Revised: Just don't even ask this. MSQ roulette was designed to get sprouts through content. It is not the OP's fault that SE changed the roulette in this manner.

Revised: How do you feel about the pacing of the CS's and the breaks in fighting?
Original: You really think it is a good change removing a dialog pop up across doing it in roulette, premade undersized, watching it in the inn?
Revised: Do you feel the change to mandatory CSs was a change for the positive, or do you feel that players had enough options already (e.g. Party finder, watching CSs in the inn, etc.)
If you want people to give honest opinions, don't go on the attack.
I used to run it several times a week, but no way am I gonna spend 45-1hour in there now, not worth it. The tome increase not enough to make up for it anyways, not that I have anything to spend them on.
