Agreed, roulettes were to get people into the instances. HOW they played those instances was up to the party and people who were xp/tome maximizers , who have other options which have been apparently proven better xp/tomes per minute, took away an experience from those who didn't have an option for completing that part of the MSQ.

The main problem here is they're used to it being a certain way.

while I continue to say nothing needs to be changed for the current iteration of the roulette, we need to do something about running the instance OUT of the roulette.. but that is the ONLY adjustment I can see necessary without further, and extensive data on the current MSQ runs.

Only that change negatively affected those who the roulette wasn't catering to.

Also as was earlier said, if it can be dynamically changed to having skippable cutscenes if no new runners are present, that should be done as well and is quite fair.

Arguably the line should have been designed better in the first place and the decision to keep it without modification all these years is questionable. However the likelyhood of modifying the current system is much greater than expecting a demonstrably resistant to rework team to redo the whole thing.
