I’m playing on the Japan server and I’ll say, not always. At least it was that way on my first run through. When I ran those to level my tanks the party waited for the new player. Guess it’s just my luck.
Looking at the number of exp this roulette isn't worth it if you are leveling a tank or healer and have rested exp. You're better off grinding dungeons at your level. Not to mention you can get gear to turn in for GC seals which are becoming more important as time goes on depending on how you spend your time in the game. The current CS issue is also assuming people actually want to watch the story or care.
Its boring having the reward be poetics might I add. The first idea might be too insane but cracked crystals for daily bonus only. You can farm cracked clusters on leveling roulette, only fair to have a new way to get cracked crystals. If that is too rich for your blood then the only other resource in the game you can not actively farm is second chance points for wondrous tails. Daily bonus for a second chance point even without a new player being there would make this some what interesting.
Also when we get que'd in, just leave the screen black for a little bit and have the new player just decide yes or no if they want to watch the cutscenes while in the dungeon. Either answer they give let them know they can go to the inn at any major city and show them where with little screenshots of where the inns are in a major city to watch these cutscenes at their leisure. Just so there is zero confusion on where to go if they want to later if they say no or if they want to see it again if they say yes. If they say no then no cutscenes will even load that whole instance, if they say yes then cutscenes stay as they would have played out as it exists in the game. Oh and if they do say yes and the player has the option for not watching cutscene on, don't play it. Just show us frozen in place at our character position. If there are no new players at all then no cutscenes will play either or the skip-able feature we already have.
Just throwing out some ideas because long term looking this can have a negative affect on new players and people who are just leveling dps. Which those are the two groups of people who usually have problems already most of the time as is.

Taking away the reason for people who used to run it for the quick XP and Tomes. It seems to me SE thinks there are enough people queuing across data centers who'd be willing to sit through cutscenes to cover the new people who want to do it, and they've decided the experience of the new people is worth more than the quick queues of old.The roulette was introduced to help the queue times for newcomers by giving veteran players an incentive to run them. This was done with exp and tomes. If the exp and tomes are not that great anymore then you take away the incentive thus taking away the reason to run this. Yes there will be people that will still run this but there was a reason why they introduced that roulette..
Time will tell I guess.

A: In older MMOs, such as Ultima Online, there was a house maintenance fee you had to pay weekly, but in FFXIV: ARR we decided against this system. Similarly, these older MMOs also had a system where your house would break down if you didn’t log in after a while in order to have you continue your subscription, but this is a thing of the past and we won't have any system like that.
There was a problem with it when it was first created. New people needed the story but at the time you had to wait for people in your own server to run it. When then said they would increase the rewards due to the instance taking longer, I totally thought they were going to throw in around 40 of the new tomes because well... it makes freakin sense!
How in the hell do they expect veterans to queue up for this thing with exp and tomes they don't need, or can get faster through other means?
I'm sure the majority of us want new players to enjoy the cutscenes. I know I always felt bad when I was in a MSQ roulette with new folks who are straight up left in the dust as everyone else bumrushed through the dungeon.
But there MUST be a better way than this.
I'm 100% sure people have already suggested this, but I'll add to the pile: Make it so that the first MSQ run is soloable. Then, once a new player unlocks the MSQ roulette, have them be added to the pool of veterans. This way we vets will still get that lovely new player bonus, while new players will get to enjoy the story for their first run through.
Give them npcs, or use the Squadron system. All of this is already implemented in the game...why can't these systems be used for the MSQ dungeons as well? I just don't understand what they were thinking here. Everyone gets shafted - even the new players. Vets will refuse to join the MSQ thus longer waiting times, and once a new player has finished the dungeons in question, they'll be in the same aggravating boat as us vets.
No one wins with this system.
