The thing is we probably wont.People are jumping to conclusions without knowing numbers.Meanwhile the people who run the game probably do.Let's spin it in reverse then.
Soon we'll have all these long threads over people crying about not being able to get into Castrum since nobody is queuing for it, which nobody is forced to do, and try to make the vets look like elitists for not wanting to run a 45 minute dungeon that gives weak rewards.
It's interesting the amount of posters who think they know more about running the game than the dev's

You mean like how popular the Dev's were convinced Diadem and it's last minute update at the end of HW would be? Or the huge nerfs and buffs to classes for no discernible reason? Because let me tell you while SCH needed a nerf coming into SB it was nerfed so hard that /solo/ content was a challenge and dungeons were /PAINFUL/ given the underwhelming nature of the skills we were given pre-buff. What does all this have to do with Castrum and Prae? The simple fact that the developers aren't all knowing. Especially Developers who often solely take queues from the Japanese player base instead of finding compromises that work for /all/ their players. They've missed the mark countless times /because/ they are human and it's our job as players to speak out when we feel something won't work.
I ran Prae and Castrum back when they were off-content and before the roulette was introduced. I had to beg my FC to help me get into those instances at the fifty minute mark because no one was queuing for them due to lack luster rewards. Then we were given the roulette and frankly in /all/ my time running them I have not once had a newbie speak up about wanting to watch the cutscenes. Not a single time. I've had some stay back because they might want to, but not one time have I seen people be trolled or ask people to slow down. Overall to me this issue is overblown and /will/ cause issues for newbies once most of the player base cottons onto the new restrictions. Because when everyone I've told about the change immediately goes 'never running that again' there's going to be a problem.

How much is the exp being boosted? The dungeon will take a lot longer and it already was arguably bad for exp. And with only 80 more poetics, it's a terrible roulette for poetics. Bad enough that even with a newbie bonus, the Aetherochemical Research Facility will give more poetics for the time frame.
Which causes this problem. What would be the point of me going in there? It already was argued between if it was worth it or not, and now it's easy to tell it'll be a bad choice.
Also, no, I don't think the dev's know what they're doing all the time. Pretty sure those DRK changes make it obvious.
