This right here ^ and now all the new players will complain they can't get a group for MSQ anymore because nobody wants else wants to sit there and re-watch the CS over and over lol

It's part of the story of the game. I think it's the right thing people wait for people who want read the story. But it's not really a problem outside of these two. They learned from their mistake pretty quickly and new things like that are broken up. The big cutscenes for Thoradin are *between* Aetherochemical Research Center's last boss and Singularity Reactor's first, so people can watch them without making anyone else wait very long.
I love MSQ roulette and would miss it.
But this is the only true solution so I'll take that sacrifice if it means new players are happy.
An alternate version of this solution would be to somehow support both versions (so people who want to do it with their friends still have the option to) and adjust the quest text to only mention the solo version even though both would work.
Still wouldn't get me to go, and as far as I'm concerned that would even be a nerf. Weekly tomes are extremely easy to cap with the ridiculously low limit they have. I can actually use the poetics more, even if by this point it's purely for glamours. The only way to get people in this roulette with unskippable cs is to chang the tomestones reward from 200 poetics to 200 mendacity

You know, I love PvP, raiding, and I actually really enjoy the story. . .I know it is a MMO, but people who skip all the story just to play raid/pvp... I just think they are throwing entirely game in the trash can just for one or two content.
People can play they way the want, but there are some newbie/vets in the dungeon want to play reading the story. (Yes, I like rewatch cs)
You are right, this is not a single-player game and there are people who will queue for these people too and also keep queing for msq as well.
What I don't love, however, is SE forcing my decisions or what I watch and when. Especially 4 years and 2 expansions later. I understand where you're trying to come from, but it feels like you've really overlooked a few things here.
Just wait for the inevitable daily/weekly quest they add as part of the upcoming relic armor/weapon series that requires us to run MSQ roulette (think singing clusters quests for anima weapons). That will be the “fix”.
Problem is, MSQ CS are long and boring (to many in one dungeon) and the people who have already seen it don't wanna keep seeing it. SE just shot themselves in the foot with this one. New players are going to have an even harder time finding a group. Their only best bet is to have FC/linkshell members help them.

My problem is not the cutscenes.... but the fact people who insist on speed running will never queue up...therefore...I wont wait 45 mins to over an hour for MSQ...not worth it.
Private party un-synched? Count on me to show up for help - within reason. Hell could be fun.
But not for regular roulette. Better off doing Aetherchmeical Dungeon for the tomestones.
This one is a tough one, the remove and make a solo dungeon seems the best course. Will try to queue for them to help new players for a bit but it is going to alienate the daily msq roulette fast prolly. Guess the only good part is that if you are new "when" you finally do get in you aren't going to be harassed. (one long wait is prolly less "damaging" than your first bad experience i suppose)
