*Tier II grants an experience bonus of at least 10k, might be a bit more.

So about double the amount of *Tier I for double the cost.

*Only a rough test with the crafting books.

Tier 1: +50% xp, 5k maximum bonus (15k total xp)
Tier 2: +50% xp, 10k maximum bonus (30k total xp)

Since the tier2 book costs double the tier1 book and gives double the bonus, they have the same efficiency. The nice thing about tier2 book is that, since it's a different item than the tier1 book, you can carry both a tier1 and tier2 book in your inventory at the same time.

Edit: This applies to both DoH and DoL books.
Leve and quest exp rewards are not affected by these books.

Tier1 books are +50%, 4k bonus. This kills the effect at 12,000 XP. They are not 5k, I and many others have noted this on the forums back when they came out.

by that logic, tier2 books would be 8k bonus, or kill off at 24,000 XP.

Only thing I notice is that the tier 2 books seem to last a lot longer which is good.
