Any ideas when Lich will open back up?

Lich isn't marked as a congested world (long term locked) atm--it is just temp locked because of the number of players logged on. I'd suggest trying making a character during off play hours like very late at night or early in the morning. For temp locks there is no way to tell when they will come off as it changes as the number of ppl on the server changes. For a temp lock don't relay on the lodestone to tell you if the server is open or not as the lodestone list is only updated every four hours but the actual lock is done automatically and can be different than what the website says. The client has the most accurate list.
