What I take from this is that you are easily disturbed. Maybe NN isn't for you. No, it's not "so bad it should just be ignored." That futa vore thing you mentioned really isn't that bad.

If the channel regularly derails from the scope of "help channel", and the mentors go on for a while without any novices or returners asking questions, you could say something like

"Any new adventurers or returners, if you have any questions please feel free to ask and don't feel like you're interrupting. This channel exists so we can answer your questions about the game."

Not directed at anybody who is participating in the occupying conversation, it's a gentle (and sometimes necessary) reminder of why we're (supposed to be) there without pointing fingers and telling everyone to shut up.

Again, that's fair, I just wanted to know where the line was for inappropriate things. I don't really like the idea of a brand new player joining and seeing the phrase "[player] owns a necro vore futa discord" (a direct quote from earlier) and thinking that's what the channel is supposed to be like.

Not actually reading the whole thread so maybe it's already been said, but Square basically said that NN is given the same treatment as say/shout. If you can talk about it in those channels, it's fine in NN, if not, then it's not.

Basically if they aren't swear happy or harassing it's considered okay.

The NNs on each server are pretty self-regulating, for the most part. For us, the only hard and fast rule we enforce is "no recruiting for FCs" - mostly because all the mentors are in FCs and if we let one person do it, we'd have to let everyone do it, and it'd quickly devolve into spam.

Other than that it's a free for all. "Futa vore discord" would likely get a semi-sarcastic comment from me ("Wait, are we now on Balmung or something?")

I have also booted a sprout from NN for spamming rap lyrics, but only because they contained the N word.

Pretty much this. I'm a mentor on the Goblin NN and we are fine with discussion and idle chit chat but the second a sprout or returning player asks a question or needs help with something, all casual conversation stops and mentors will attempt to resolve the question. Even offering to head a run to assist the sprout if needed. This is mostly cause we realize that there isn't gonna be a constant stream of questions and making NN seem like a ghost town just to make it feel more 'official' and 'professional' could scare off sprouts from actually asking questions.

This is something I've mentioned before in the past as well, particularly when people were wondering in our own NN if all the chatter was too much. As someone who has gone through the beginning of the game multiple times after NN has been introduced, all the chatter makes the game feel alive when you're a novice without an FC or LS. For some players, like those using the free trial, it's their only real method of chatting.

I think Square have ducked the issue by simply allowing sprouts to leave the NN if they find it unhelpful and/or annoying.
'How do I leave?' was the most common request at one time, I believe.
I'm not saying a little more guidance wouldn't be helpful but it seems they are allowing communities to decide for themselves what is and is not appropriate.
