This is probably coming from a place of frustration since you want to play with your friends. Unfortunately the easiest answer at this time is to coordinate with your friends and agree on a server to play on at the very least in your spare times. Uprooting established characters or starting over completely is not always fun (I enjoy going through the MSQ myself), friends will always come to a compromise to include the group as much as possible. Dedicated RP servers would be fine, but if you think that would keep RPers from filling space on other servers, it really won't and will just lead to shut down servers with continuous trickle to others. Like it is now
The reason why SE does not want to label any servers as RP servers is that it will upset the balance of players on existing worlds.
For example, I have a house, a great FC and friends on Balmung. I love to RP as well. If SE were to designate Balmung as a non RP server. That would really upset things. Vise versa for our raid scene if Balmung was labeled as an RP server. Raiders would be forced to move and lose their housing and friends in order to move to a more raiding like realm.
Labeling the servers at this point would cause chaos. So they dont.
Legacy does not mean anything in regards to this situation. It just mean at the time of the release for ARR, 1.0 players would not saturate the market for new players wishing to establishing their own.

You have too much faith in humanity if you don't think this would lead to harassment on either side of the fence (pro or con.)
General rule: The reason why games/communities try to reach as neutral-of-a-ground as possible, is because people will always take the opportunity to bully others when given the "means, and justification" to do so. RP-only chats, Parsers, Meta-builds (im talking about MMOs in general who employ this) all attract some of the most obnoxious people, whom while they may be the minority, have a tendency of screaming the longest and loudest. Which in turn mucks-up forums with negativity over "waaaah! sombodey bullied me over X." You think its bad now, HA! it would be so much worse let me assure you. I left 2 other MMOs over such nonsense.
I digress, might I suggest asking around for a RP-friendly FC. There are plenty out there. I have had the pleasure of playing with a few RPers on Leviathan.

They all have FCs and houses. Personally id love a larger RP community on Marlboro... so lets build one!


Simple answer: It's too late. They needed to have done so at launch.
To compare: WoW did this, and it was good; RP communities formed solidly on those servers, and although server identity has long since diluted in that game (for a whole host of reasons) lots of that activity is still kicking, though it can be tricky for new players to get in on it. It worked because they were clear from that get-go what those servers were for, and had lots of time to settle into a routine for a matter of years prior to the changes to the server structure.
As of now, in FFXIV, others in this thread have explained why places like Balmung and Gilgamesh are, and most likely always will be, the place to find actual RP communities in FFXIV.
That having been said, don't let this stop you from RPing. Even if it's just running all your messages in raids through a "Jacke from the Rogue's Guild" dialect filter (which is a grand old time lemme tell ya)
