unable to train in chocobo stables

Steps:
I click the chocobo stables select "tend a specified chocobo", click the chocobo name and then select the item "Sylkis Bud" and then use, and get the error "cannot execute at this time."
This happens when i try to train any chocobo, even my own. Also, the item "Krakka Root" doesn't dim when i select training, but it does not have the use prompt. This issue happens regardless of Job or Level.
I have also completed all the relevant chocobo quests, as i was able to train chocobos prior to the release of 4.0 Stormblood.

Does the FC leader have it set so you can train your chocobo?
