    Passage of Arms tooltip "increases block rate by 100%", should say "to 100%"

    The English tooltip for Passage of Arms says that it "increases block rate by 100%", when it should say "increases block rate to 100%".

    "By 100%" implies either an additive 100% (e.g. from 10% to 110%) or a multiplicative 100% (from 10% to 20%). In reality, it is just increased to a fixed 100%.

    I think the Japanese and German tooltips are correct, while the English and French tooltips are incorrect, but I can't be certain since I can only read English.

    I can confirm that the French one says "by 100%" as well.
