The slides presented (and their bullet points) leave a bit to interpretation and I was wondering if it would be possible to get some official response. Preferably ASAP (because yes I know a website is incoming) because of both people trying to prep appropriately, and to hopefully deter those who are going to do whatever possible to bend the rules (because we all know they will).

Changes to Plot Purchasing System
To better facilitate the purchase of plots by free companies that do not currently own one, the following restrictions will be applied:
- Plots designated for free company use will be limited to purchase by free companies with at least four members.
--"Plots designated for free company use" - so does this mean specific plots in all new wards (e.g. plot 29,39,etc) will be restricted for free company use, does this mean specific wards will be designated as fc-only (e.g. wards 14, 15, and 16 will be FC-only at launch), or does this mean all houses will have a new fc-only designation at launch, until this designation is removed at a later time (see next main bullet)?
--"by free companies with at least four members" - does this mean just at the time of purchase?I can absolutely see people manipulating this with "empty" FCs of alts or characters they paid to join for a week, who then all leave (or are kicked) after the house is purchased.
- Individuals will be restricted from purchasing plots for personal use for a limited time.
--Stemming off the first bullet, does this mean houses designated as fc-only will be restricted from being purchased as personal houses for some period of time? I can see this being feasible in the sense that, say they designate 2 wards as fc-only wards, but after a few weeks there's still a handful of unsold houses that are opened up to the ability to purchase as an individual. Or, does this meanno one will be able to by a personal use house at launch? Until they decide at some later date to remove the restriction? If it's this later interpretation will be AWFUL on larger servers, where people will absolutely manipulate the system to create a fully ranked fc with 4 players in the next few days just to snatch up all houses before everyone else.
- Following the release of 4.2, we will evaluate the housing market and decide when to remove the restriction on sales to individuals.

- Plots relinquished by owners will be unavailable for purchase for a limited time.
--Does this mean there will be a standard set time, or will it be a random time to help prevent housing re-sale?
I could add my own personal gripes about how I transferred to a new server recently where my raid group is, and relinquished my old house specifically because of the expectation of being able to get a house on my new server. I'll be pretty bummed if I don't even have a chance because they're all snatched by FCs (or rather, I should say, I'll be bummed if they're all snatched by "fake" FCs).
But my issues aren't really the point - I'd just like some official clarification as the statements are ambiguous and could really mean a few different things. I know we can all speculate or disagree that "It won't be A, it'll be setup like B, because XYZ," but realistically we can't know that ourselves, and I think it's fair to say all the interpretations could be valid.
