Adressing the roots of the housing problem

This is the exact thing Square said they wanted to avoid, their reasoning for not telling us housing details too early, and yet here we are.

I would hope part of the new rules include a foundation date for any free companies and not allow ANY of those that were founded in the last month to be able to participate. That would at least solve the dummy FC's that are being created expressly for housing purchases.
