I think it's going to be too easy to circumvent the FC-only restriction by just forming a FC using someone's alts when you only need three of them. There are tons of people who care more about owning a medium/large house then being in a proper active FC.

If the number were higher, like eight or more then it would work better as a deterrant.

There was some sort of weird hint you'd need 4 people to purchase one? I'm not sure if it meant having them THERE or maybe just online. But that may help.
