Pretty much. Relocations are also considered to be different within the system, so... more tomfoolery.

Q: Can you relocate if you already own several free company estates?
A: Relocating and purchasing are processed differently, so you are able to relocate.

it sounds like it's a bunch of things to stop bad behavior since just telling people not to do it doesn't work
like demolition timer to stop people from rushing houses to flip at exorbitant prices, even a few hours or a day or two of the housing list saying "being demolished" would be enough to make buying a house from another player unworkable
and no more multiple houses, the translation sounds like if you already own multiple they won't be taken away but you won't be able to relocate or buy a new one until you get down to 1/0
fc's have functionality requiring a house to use but markets get flooded by solo so hard that fc's can't get anything so fc's now get priority
they left relocation alone probably because it won't actually consume houses and also make houses available all over the wards for people looking to buy

It seems like relocation didn't receive any adjustments, just purchasing additional plots. Someone with multiple personal houses will still be able to transfer them to any open plot as I understand it.

The relocation feature is the same for both Company and Private Estate, so its no wonder that both can relocate without limitation in this update.
This update will bring an end to reselling private plots, but i can still see Free Company (with housing) being sold, how would they stop this? Unless of course, its then impossible to elect another character the Master, if they already have another Company with a house on an alt on the same world.
From what i read, it is said that, you keep all your houses you currently own prior to the patch, and you can in fact relocate any of them at will, but you cannot ever buy another plot until you have no private Estates left.

I won’t change my mind in that I still say the people with multiple houses on one account, which I guarantee is but a tiny fraction of the playerbase, should have their multiple houses removed with due compensation. I also find the “people will unsubscribe!” Argument to be hollow. The reason I don’t concern myself with it, besides how trite it is, is that it would help far more people than it would hurt. Besides if they unsubscribe that’s just more free real estate as far as I’m concerned. But I’m really annoyed with the band aid fixes they keep doing. To me, the housing issue will never be solved unless they make it so that anyone can purchase any house they want, assuming they have enough gil of course.

It's just my personal opinion, but they should of at least left small houses be available for purchase from both FC's and player's seeking personal housing from the get-go. It makes sense to apply the "FC's first then individual housing second" to Larges and Mediums, but as there are far more Smalls than the other two in any given ward, it makes more sense to at least leave Small plots to both options of purchase the moment it is available to buy. Other than that, I have no other complaint with the system changes for housing.

ultimately i think your going to see a ton of micro fc's pop up so people can buy fc houses as personal plotsIt's just my personal opinion, but they should of at least left small houses be available for purchase from both FC's and player's seeking personal housing from the get-go. They have two to three weeks to level them. I'm not an expert on leveling a FC but I know we lost 3 people in our FC since the announcement who left to help someone who just started one for the purpose of getting a house. They aren't going to flip it but I'm sure there are lots who are probably doing the same thing.

It's really not that hard to level an FC to rank 6. I've done it once in 7 *hours* and I'm sure there are people who have done it even faster than that.
All it takes is a lot of (quick)crafting and handing in to grand company.
