It's common practice IRL - If I legally acquired a gun today and tomorrow owning guns got outlawed, then I would not be punished for having owned a gun at some point, but I would get punished if I held onto it after the new rule was put in place. For people who have a car, this is second nature - Whenever there's a speed limit sign, the rules of the street change and you can't expect to have your 70 MPH grandfathered in after passing the 20 MPH sign, even though it was perfectly legal to drive that fast before passing it. You either adjust to the new rules or get punished.

Standard procedure for things like this is to set a date (or in the street case, a physical location) until which people need to adjust to the new rules, i.e. get rid of the items in question or slow down, then punish people if they are found with the items (or excessive speed) after the date (location). IRL, you typically end up paying a fine and have your item in question confiscated.

Returning the plot price and housing items to the respective owners in full would already be a nice gesture, really.

But that's a moot point to discuss if the reddit quote is correct - People will get grandfathered in because "circumstances on our end", i.e. dev ineptitude. At least it's working out for someone! :3
