No I think not. The restriction will be on purchase so they can't buy any more and overtime as they either give up or get demolished they'll go back into the system.
Well, even if someone who has multiple homes is forced to give up some, they won't end up homeless (unlike the Korean server merge fiasco). I would very much like SE to mandate the one personal, one fc house per account to everyone come 4.2. Sure, there might be initial backlash from the hoarders, but the community as a whole will benefit.
