They could bring him back for an Ultimate version of the raid later down the road. He still gets his own dedicated boss fight this time around and for all we know they could bring him back for a 24 man down the line too since we're not fighting the real version of anyone in Omega.
I meant the character, here he's nothing but a boss fight, and with the Sigmascape lore he'll be nothing but a random monster. Seems a waste of one of the best written villains FF has. Oh well was kinda hoping he'd be the new Garlean big bad or something. They could bring him back for an Ultimate version of the raid later down the road. They were never going to make him a character in the main plot. Major characters are always new, with at the most a heavy influence of classic characters. That wasn't a realistic idea.
Not sure how many uses there are for a clown with a single minded focus on pointless destruction but to each their own. I'm just glad I can kill him over and over again.

Having him in Sigmascape is the best place for a character like Kefka to appear in. This means that Omega is recreating a character everyone knows and loves, with no change to his personality (what makes him a good villain). If he were a Garlean character, he'd just be viewed as a rip-off/unoriginal character, as his backstory and personality would not be the same as that of his FFVI counterpart.
Either he would do terrible and ffvi fans would be unhappy, or he would do great and people would wonder why some remake character from another game has taken over the story. So I agree, recreating the fight is cool, anything more would border on too much. Hes had his game, he was amazing in it, that game is over.
