I used red scrips on the augmented gear from Idyllshire and used that all the way to 70. From there I had enough stats to start farming yellow scrips. Don't bother with Leves and just do the collectibles. If you already have the augmented gear I would recommend still scrip farming and use those scrips to buy Rowenas tokens in Reach and then once you get 50 buy the books. You need 2500 Red Scrips for each book for a total of 5000 red scrips. The yellow scrip gear will get you by for awhile unless you have cash on hand to buy Ala Mhigan gear. I didn't have the cash so I went yellow scrips and am beginning to craft my own tools.

The 290 HQ gear is better than the scrip gear but again not everyone has excess cash. I personally wouldn't spend too much on 60 gear or materia for that matter if you can get the 60 Augmented gear at no cost.

For stats the generally accepted "threshold to aim for" is 1050 gathering, 1200 perception and 700 GP. You can't reach this without melding if you're wearing crafted gear (I don't know what stats the yellow scrip gear provides if you wear the whole set and Ariyala's site isn't working right for me ATM)

For 70 I agree with you and you cannot reach that with yellow scrip gear.
