Then we have been lied to, unless the acqusition of this dumb mount is considered content. Here is a quote from Yoshi in his last letter:
"We’re already working on content for the year’s first patch, 1.20b"

Hmm, content is something to do
Earning your Goobbue is something to do
I can't see the problem ^^

Of course its content, they already said that it won't be easy to get and I'm sure it will be related to some kind of quest.
I wouldn't expect any dungeon content in 1.20b thats for sure.
/10charactersThe following adjustments have been made for the sake of class balance:
-The Archer class has been removed from the game
-All Archer abilities have been moved to the Lancer Class
-The Lancer class may now equip Bows and Heavy Cannons in addition to Polearms
The following transportation options are now available:
-Goobbue mounts have been added to the game.
*You can obtain your Goobbue license from your Grand Company seals NPC.
*Currently, the license costs 150,000 seals.
-Goobbue whistles can be obtained for an additional cost of 50,000 seals.
Emotes:
-The emote /snowball has been removed from the game.
*Note: Using this emote will cause a system crash and you will have to restart Final Fantasy XI.
-The seasonal emote /throwfish has been added.
Bug Fixes:
-An error in which the Marauder class was dealing more damage than the Lancer class has been addressed.
-An error in which you would equip any other weapon other than a polearm has been addressed.
*Note: Continuing to attempt to use any weapons other than a polearm can result in a system crash.

False patched notes are always good for a few chuckles.

They said you have to be lvl30, talk to someone, and you get it. Seems pretty hard to me.
