Character Transfer Restriction

hello, i want to know how long my character was been made since from achievement tracking at lodestone my character already like 6 month old, i cant transfer from belias to coeurl due 90 days restriction, or you cant transfer from JP data center to NA data center ? i hope for your help sorry for bad english.
