I haven't used Party Finder much at all, and certainly not recently....
But after reading through this thread and on reddit...
I can understand how massively annoying it would be to have so many people advertising for content that they have no intention of running.
It just looks like it's cluttering up the system for those who want to use it properly...

So as promised (and since you asked so nicelyAnd pray do tell me how to do so to filter the PF so I can see the legit roulette listings, but not see the completely unrelated content selling shenanigans since 4.1 in the roulette part of the party finder. I do help people in roulette party finders from time to time.), here's a few tips:
Open Party Finder
Click the filters button (top right, under private, it's the leftmost of the circular buttons).
Uncheck the following options: Objective: None, Objective: Loot
Click Confirm
That filters out all of the sales PFs on Chaos right now, it'll also remove correctly tagged farm runs but you're more interested in helping people in roulettes right?
It's not perfect, but it's not far off the mark and it does the trick for a good portion of the sales spam if it really triggers you that much.
As I mentioned in the first place, we are far better off asking for the ability to blacklist within the PF. That'd do a much better job than any filters we are reasonably likely to get.
