1:1 ratio is a bad idea. 1 seal for 1000 xp was also not necessarily a good idea. There's definitely something to your statement... but hopefully, as people get higher ranks, the cap will go up, and getting even the insane amounts you'd get from a 500k xp/hour party would be somewhat small.
Or possibly, there could be a cap on how many seals could be earned in a set period, just to prevent this.

My 1000xp - 1GCS was just a number tossed out to have a number... I guess we could go with Rokien and have the xp pooled into a set of points that you can then use to buy GCS or maybe other little things or the points can also be used to extend the time on your orders if you wish to keep going with that set. Also in the system the same type of orders would be given by all the GC so that way everyone can fight and help each other and you don't have to worry about being in the same GC.
How does that sound if you look at what I posted before? Much better system hmmm? And it does fit into the whole military group sort of thing...
