That Traceroute is to EU Server, not NA (204.2.229.9). One HOP Not showing you the delay (ms) or the ip doesn't mean it is dropping you. Simply that HOP from the ISP is not letting you know the IP for security Reasons, meaning blocking ICMP.Same problem in France, here a tracert from my computer. Hope that can help.
It stuck always on the jump 6 for all providers.
