I'd just like to add that I am experiencing the same on the Behemoth server.

Currently in Royal City and I am freezing for 5-30 seconds and people are constantly ice skating around me.

Asked if anyone else is experiencing this and most of the raid says they are.

We wiped twice to the third boss because the lag was so unplayable no one could do the click mechanic.
