You will need to stay with ALC as specialist to get the Ala Mhigan fiber as well as the snailfish oil. I went with Weaver first as you get 3 parts: hat, chest and legs. Then I moved to LTW for the shoes and gloves. In terms of melding, I would focus on control to get that to the magical 1300 level, and craftmanship to where the tempura can get you to 1460.

I went chest legs, hat, then shoes and soon will get the gloves. At this point I can use the macro for the ala mhigan gear as long as all the mats are HQ (except the fieldcraft demimateria of course). With the above food my CP is at 541. The Macro only calls for 533 CP, I believe, so if you are going for the minimium your base CP should be 466.

Of course the minimum to work the recipes is 1320 Craftsmanship and 1220 Control, which is the same as what was needed for the previous set of gear, so that shouldn't be a problem. But without 1460 Craft and 1300 Control you will have a hard time getting HQ on the new recipes.
