From my experience, full groups will tell you to look via PF. Believe it or not, this is helping. Someone is taking the time to tell you to try/use PF, which they are not obligated to by any means. This doesn't mean a PF is up, and you might have to start your own. Groups with vacancies will invite you. Basically, it doesn't hurt to do both.

You have to bear in mind that these are instances/hunts that come around every 48-72 hours, or under very certain conditions. You can't just queue up for it whenever you feel like. If you're after the drops in these FATEs, then be assertive, get your butt in a party and kick some butt.
