This. Census are often made based on how many people finished certain part of the MSQ, how many people beated certain fight or how many people belongs to a Grand Company, to tell some examples. Roleplayers generally doesn’t count because they only need (I guess) to learn teleport between the main cities and maybe some other little thing, so probably the population of Balmung specifically can even be the double of that. As Valkyrie said, SE has more accurate info about it.
