So, I've passed level 30 on ARC and leveled up to 15 on PGL and want to go through Bard job but the quest isn't showing up at the ARC's guild?

The Archer's Guild is in New Gridania. Archers may specialize into bard once they reach level 30, and complete the quests Sylph-management(Main Scenario Quest ) and The One That Got Away (last archer quest). after that you get the quest (Quest Giver:Luciane - New Gridania (x15, y11))A Song of Bards and Bowmen (lvl 30) which gives u the job crystal. Next quest giver will be in: Jehantel - South Shroud (x21, y21) (lvl 35)

Also something to note - the online guides are outdated, but you no longer need a secondary class to unlock a job. You just go through your class quests (and complete the main scenario quest up to Sylph-management as the poster above me said) and you'll get it unlocked. Putting a priority on your class/job quests when they're available is a good habit to get into as well. FFXIV does a decent job at letting you know when the next one is available.

Lv15 off-classes are no longer required for any job.

The requirements for a job that upgrades from a class are as follows:

• Lv30 in the class.
• All class quests complete (1, 5, 10, .., 30).
• Completion of the MSQ Sylph-management.

When those three requirements are met, job quests will appear from either the guildmaster or guild receptionist, depending on the job.
