Switching from PS4 to PC. Can Cross Hotbar be made to be default?

Hey, so I recently switched from PS4 to PC and am trying to continue playing pretty much the exact way I had before. The main problem that I'm having is that I can't seem to make the cross hotbar the default place for all my abilities. What I mean by that is that if I want my abilities on the cross hotbar, I have to manually add them to it myself, for every single class, every single time a new ability becomes available. Is there some setting that I'm overlooking that will allow the cross hotbar to be recognized as the default/primary hotbar that I use, and allow all my class abilities are pre-loaded to it without the need to manually set it all up myself, just like if I were playing the console version?

In /characterconfig , there's a toggle between gamepad mode and mouse mode. Are you set to gamepad mode?

Also, you can (and should) set all of your future abilities to your bar early. This has unrelated benefits, however it comes with the side effect of the game no longer placing new abilities on your bar for you when you level up, as it ignores any action that is already on a bar (macros don't count -- the game will still put a new action on your bar if you have it macroed).

It sounds like you don't want to do that, but really if you let the game do it, your abilities will all be on the wrong buttons.
