Congested to preferred server transfer not free?

Under the Additional Services tab in the mogstation it says "- Transfers from Congested Worlds to Preferred Worlds: Free". Yet when I try to transfer from Gilgamesh(congested) to Coeurl(preferred) it still tries to charge me $18. Not sure if this is a bug or not.

Yes that is true, a World Transfer from Congested to Preferred worlds are free. Although, the Statuses of Congested/Preferred Worlds change often. Currently Gilgamesh is not a Congested server. You can find most recent Statuses of Congested/Preferred Worlds on the Lodestone main page.

Ariel is correct. The status of individual worlds are subject to change at anytime depending on other players transferring out. It is always a good idea to check the available status of worlds at the time of transfer. Hopefully if SE's plans work out, there will not be congested or preferred worlds in the near future, but a balance of players and load across all worlds.
