And it never will - minons included as bonuses for purchasing merchandise or preordering the game/expansions should, and most likely will, stay forever unattainable once their codes expire, as that defeats the purpose of including them as a bonus for purchase in the first place. They're an incentive to purchase those items when they're released (and thus give SE a return on the money they spent producing those items). It's the same with things like the Wind Up Dalamud, Wind Up Bahamut and Model Enterprise minions, they too are long unattainable for the same reason and still have not 'returned' because they never will. And to say nothing of the Legacy Chocobo and original 1.0 Gobbuue mounts.

I'm sorry to say, those minions are gone and will never be returning.

You don't know that for sure. Moogle Attire was an exclusive bonus for those who attended 2014 FanFest or purchased it's stream, and now it's in mogstation. Moogle Cap? Same. I don't doubt we'll see Yuna/Tidus sets and 3 fanfest minions in mogshop after a couple years of 'exclusivity', and they will cost less than fanfest streams as it happened to moggle attire.

it's not exactly the same moogle cap. the 2.0 pre-order one was red, the cash shop one is yellow. also the pre-oder one gives exp bonus until lvl 10, while the cash shop one does not.

They will change some visual part about the minion then re-release it via cash shop. Not now, maybe not this year, but SE is not going to let potential $$$$ alone.

Fan Fest 2014 (as far as I know) never said anything about the items being exclusive or never returning. Admittedly we all assumed that, but I've not been able to find anything that actually implied that.

However with the Tidus/Yuna outfits (and minions) they shouldn't be returning, because when it was nearly the end of the purchase period they specifically said it was the "last chance" to get them and even said about the minions being "exclusive". If they were to bring them back then realistically those of us that bought all three streams just for the minions could probably try for refunds because that's not the "last chance" as they stated (and they're certainly not going to want to refund us or the bad publicity that'd cause!).

So maybe we'll see "alternate" (but totally looking the same) versions of the Tidus/Yuna outfits turn up later! Can't really see that working for minions though.
