Doesn't look like it is. From the EU store:

The code is tied to the FFXIV service account chosen upon its activation, and can be given to all characters on the account.

I believe it was actually available for order before the Symphony/art book though (could be wrong?). Or maybe it's just the price tag on it...

That would be my guess. Though with how expensive some other items already are, and then apply shipping and handling and customs, it's not like anything here is really cheap.

Honestly, this. Admittedly I'm extremely tempted to get the statue if it becomes available on the NA store again, but I'm also trying to figure out this new stance SE has taken on bonus items being one character only rather than account-wide, and it doesn't seem fair to anyone ordering any physical item for those items to be so limited. I'd be very put off if they did the same with the statue.
