PSO2 basically allows people to use it as a marketing medium if they're willing to pay for it, whereas I think FF14 only does collabs when it's something both sides are genuinely interested in.

Being a sub-based game, FF14 is also a lot less dependent on micro-transactions for its income which is probably part of why they're a lot less prone to having collabs then PSO2. People spend out the wazoo to get their hands on the collab items, knowing they'll likely never return.
