store item i bought doesn't work

Steps:
1. logged in played the game for the dailies then opened the mog station on my browser bought an in-game item for my retainer to get to level 60.
2. After confirming everything was done closed my browser and got it in-game mail.
3. Gave the item to my retainer said she leveled up ,but only by 1 level not to max level 60 only 1 level.

We don't know what class your retainer is, but they can't be higher level than your own level in that same class. You have to level up the class yourself first before the retainer can be leveled up.
