I feel like, in-general, seasonal events are missed opportunities to be content-buffers during the middle-or-end of patches, when players have already gotten bored of the grind and need something fresh to do.
I also fell this year's Heavensturn was a missed opportunity to really sell Doma some more, like giving newer/lower-level players a teaser of what is to come once they get to Stormblood and maybe giving players who are at Stormblood something to do in Doma/Kugane.
And nobody said about the rewards. Will anyone ever glamour these dog helms? They'll forever sit in armoire, untouched. At least make glamour more practical.
People will use them for a little bit because they're funny and cute but they will ultimately end up stuck inside the armoire once they've run their course (I give it like a month, at most) with only a few people using them for the lols. :B
I made my room in my FC our personal dog army buying as many of the dog figures as I could. It's a tiny event and I could care less. Just something to do.
They can't, because of new people. They can't get to those places yet. I started Christmas 2016 and I would have been disappointed if I couldn't do that event that year before it went away.
Sure they can. They just need to have an NPC in one of the three starting states that can take you to Ishgard or Kugane, and just have the players in an instanced version of the city.
