I think it might suffer from how near it is to Starlight. They don't have time to design a new kind of quest or put many rewards on it. But they want something to mirror irl holidays/traditions so there it is. Agreed on the lack of enthusiasm, it's my least favorite seasonal event, although I'd still rather have that than nothing.

They can start to work on one of the two events earlier.
Until 2016 there was always a different starlight event and a different Heavensturn event

Even giving out mats to craft the helmet ourself (2010) would be a change again.
