You still couldn't do this because what if a certain player only has the base game and neither HW or SB, in terms of the data going in to an instanced version of Ishgard or Kugane would be impossible without the expac. The whole point of having the events in ARR areas is to ensure that every player has access to it regardless of what expacs they own.

I'm pretty sure the assets for Kugane and Ishgard are downloaded to your system via the patch regardless of whether you have the expansions or not.
My PS4 version of the game has neither of the expansions and has an install size of 67.25GB. A friend of mine has both expansions, and the install size of her game is 68.97.
I highly doubt all the assets from both expansions are less than 2GB in size, so even without the expansions, a player with the base game would still have the data on their system to allow them to enter an instanced city from either expansion if they chose to have a seasonal event specific to either region.

Even if that wasn't the case, they could have the necessary data downloaded via a patch sometime before said event.

I think it's more about people not owning Heavensward or Stormblood but SE still wanting to include them.

I think that would ruin it for players when they actually do get to that city. It's like, oh, I've been here before. Besides, at least Ishgard is completely closed off lore-wise before, actually even after the start of HW since the WoL getting in there is an exception. And seeing as a travel to Kugane would take, if i remember this correctly, about two months, going there for some event seems odd too.
But mostly, I think getting to those cities should be something great you work towards, that feels rewarding when you finally get there, not something you already kind of get at level 15 when most people don't even know they will get there at some point, even if just for a brief amount of time.

I stopped doing the Heavensturn events because I find the Bugyo and his obsessions creepy, and the helms, ugly. But that's just me. Party like we're all insane Lalafell Black Mages, mes amis!

Let me pose this question, would you rather have New Flavor of Heavensturm, or nothing? I'm pretty sure as we speak they're testing/fixing/prepping 4.2 content and dropped dogensturm since it was an easy slap-patch for new content. Would you rather they just forgot it entirely and put everything toward the new stuff? It's a relatively small team doing this stuff, and you can only spare so many people when developing other game changing things like the new systems and content we're getting soon.
