Eorzean Symphony CD code gives an item only for one character?

I recently bought the Eorzean Symphony Orchestra CD that comes with a bonus code for two orchestrion rolls- and I was surprised to find that the code only gives you access to orchestrion rolls for one character. It's not account-wide, and that's baffling, because- there's no other way to get these orchestrions on alts unless we buy more of the cds!

Why was this done this way? Seems rather strange that the other cds that had orchestrions were account-wide but not this?

Fans of various types in Japan will often make multiple purchases of items to get a rare inclusion. Most infamous are perhaps idol fans who will buy CDs by the case.
