One resource if examined and time taken to apply it in a logical manner should provide a fairly solid basis for a job's rotation....
The tooltips.

I'm pretty sure I could, if given a new job and time to logic my way through the tooltips, come up with a passable rotation.
Of course, I'm not going to come up with the most optimal use of cooldowns, but the basic rotations aren't that difficult for the most part.
