Seeing more and more PFs requiring certain ranks in FFlogs to join party. This is really starting to become an issue. If you've legitimately been able to clear the fight, there's no reason you should need a certain percentile.

Can always make your own party with a more relaxed standard.
To refer to everyone's favourite meme it took me 77 Zurvan clears to get my bird....and on a majority of them I didn't skip Soar. I stuck to joining parties that were going for clears or that said knowing mechanics was enough and didn't request a skip.

A party leader can filter a party by whatever standard they like and it's up to the community to join ones that match their goals or create their own.

Making your own party only side steps the problem without addressing it. This should absolutely not be a norm. Being a competent player, yes, but holding using a metric that is not officially supported by the game using a program that is in violation to the Terms of Service should not be looked the other way. This is the exact thing people say mention when they say only a "minority of people abuse parsers" while others say they want it for self improvement.

The fact that more PFs are popping up with these conditions is proving contrary to these statements.

Well, I guess you can technically report people with PF descriptions like that for using 3rd party tools.
I just don't really see it as a big deal as long as they aren't harassing anyone. Is wanting to play with others at a similar skill level abuse of a parser? We are talking about pre-mades in high end content and not picking on average players in the DF.

Setting aside the fact I have yet to see more than a handful of PFs ever requiring specific percentages. People are allowed to determine the parameters of their PF however they fancy. If they want specific experience, why is it any of your business? Given how abysmal PF groups have been, I cannot entirely fault people from wanting to restrict those with low percentages since that increases the odds they won't be able to farm. Even if FFlogs were banned entirely, these types of groups would just find another way to restrict players below a certain skill level from entering their parties. Or they would promptly kick players who underperformed. Being "good enough" is okay for some, not for others. That is their prerogative just as it is yours to avoid their parties or create your own.

Self improvement does not exclude people from wanting a certain degree of competency.
