Report them. They're not allowed to talk about parser in game, specially if it is used to harass others. Also, I think is a bit worrying a tank more concern about DPS than tanking.

The best way to stop that is not having any mercy with that people.

All jobs DPS. If the tanks and healers aren't contributing, you're forcing the four DPS to all perform at a 95% level otherwise you simply won't clear. Putting that much burden on them is no different than DPS who stand in AoEs only to whine at the healer for letting them die.
