Perform and Cross-World Parties

Uhm... why the hell can't we use Perform actions on Bard while we're waiting in a cross-server party? It's about enough already that, as DPS, we have to join parties early and wait for them to fill up if we're hoping to get a spot. But on top of that, we can't use Perform?

Can someone please explain this to me? -__- And if it turns out there's no explanation, can we have it change next patch? It's really upsetting that we can't even practice our songs while waiting on parties that might take several minutes to fill, and for absolutely no reason.
