Although this is not a technical issue, I may be able to assist you anyway.

It probably asked you to purchase new game because there was not any game time currently on the account. You will need to add the new entitlement to a new service account, but you will be able to play on service account 1. You will not be able to play service account 1 characters on service account 2.
